This patch is the "Song Critic" patch that was given to the Electronic Warfare Officers, who were masters at deciphering the difference between the sounds coming from the IR-133 & AN/APR-25 Radar systems, built by ATI Inc.. And I know my Father was one of the first to receive it if not the first.
