Col Jarvis was replacing Col Breedlove as Wing Commander.  When the flight of 4 went over, all the formations hit the deck! The picture was taken at the end of the FMS building.
The first thing Col Jarvis did as Commander was to ground the lead pilot and
the second thing he did was to outlaw the Bush Hats.
